SURVEYS ON UNDESIRABLE EFFECTS CAUSED BY TOOTH WHITENING OR BLEACHING PRODUCTS - closed

The CED concluded the third annual survey which reports to the European Commission the undesirable effects caused by tooth whitening or bleaching products of concentrations between 0,1 and 6% of hydrogen peroxide or equivalent observed by dentists or reported by patients themselves.

Reports:

  • - First report covers the period from 31 October 2012 to 31 October 2013 (available here).
  • - Second report covers the period from 01 November 2013 to 31 October 2014 (available here).
  • - Third (and final) report covers the period from 01 November 2014 to 31 October 2015 (available here).

This information was collected following an agreement signed between the CED and the European Commission on 31 March 2010 to support the ongoing availability of tooth whitening products on EU market, to ensure that patients can only access appropriate treatment via trained and qualified dental professionals (i.e. dentists) and to reassure Member States that the occurrence of undesirable effects is followed by appropriate actions (e.g. the possibility of checking the products).

The survey was anonymous and the replies voluntary. Only a summary of replies is made public.

Tooth whitening or bleaching products are currently regulated by Regulation (EC) No 1223/2009 of the European Parliament and of the Council of 30 November 2009 on cosmetic products. This Regulation replead Council Directive 2011/84/EU of 20 September 2011 amending Directive 76/768/EEC, concerning cosmetic products, for the purpose of adapting Annex III thereto to technical progress. The latest consolidated version of Regulation (EC) No 1223/2009 is available here.
